Warden (Acting) - May 2008 -April 2010 - selected to return as the Warden at Calipatria State Prison (CAL) at Calipatria. [Reported as acting Warden on May 16, 2008 and reinstated to the California Department of Corrections & Rehabilitation in December 2008].

Principal Consultant - 2000 to present - For the past ten years, as owner and Principal Consultant of A Company, I have participated in several Value Engineering projects around the country, including the City of New York, Department of Correction on Riker'™s Island as principal security consultant as well as Walla Walla State Prison in Washington State. I have also been retained by private counsel in multi-million dollar lawsuits as an expert witness. Additionally, I have provided security related expertise and consulting services on a number of State and Municipal Criminal Justice design and construction projects where building, perimeter and personnel security were the critical elements of the project designs, including the State of California Condemned Inmate Complex.

Warden - 1998 - 2000 - selected by Director and Agency Secretary and appointed by Governor Pete Wilson as the Warden at A State Prison (CAL) [1999 - Reappointed Warden by Governor Gray Davis; confirmed by the California State Senate on January 19, 1999].

1993 - 2000 and 2008 - 2010 - Calipatria State Prison; California Correctional Institution; Centinela State Prison - Responsible for leadership, safe custody and security of up to more than 1800 employees, up to 6000 inmates, up to $120 million annual operating budget and a $300 million physical plant

1988 - 1990 - Activated new prison at Corcoran - 500 bed medium security facility; 400 bed minimum security facility; 512 bed security housing unit

1985 - Consultant - Nevada Department of Corrections - developed operational procedures through the National Institute of Corrections contract

1984 - 1993 - Planning & Construction Division - over an 9 year period - involved in the design, review and construction of approximately $5 billion worth of new criminal justice projects - including men'™s and women'™s prisons, and clinics and medical treatment facilities ; and specifically representing the user to architects and engineers in the areas of custody, security, operations, technology, staffing, equipment, specifications and spatial relationships and usage, as well as working with the CEMs in value engineering and the Project Managers during the construction phases

1982 - 1984 - Background Investigation Unit - Established, developed procedures/processes and managed the CDC Background Investigation Unit. Authored a 200 page '™CDC Background Investigator Training Manual'™ and related lesson plans, and primary instructor of the 160 hour Background Investigator Training Program to three academies of newly hired investigators

1979 - 1980 - Accreditation - Co-Manager for the successful Accreditation of the Correctional Training Facility at Soledad by the American Correctional Association, Commission on Accreditation

The proposal includes providing Expert Correctional Consulting Services in support of a Multi-National program.
July 2010 - Present - Expert was selected in San Diego, as the Security Expert in the preliminary design review of a Federal Field Detention Facility to be constructed in the San Diego area.
