Expert 1306 consults in toxicology and health risk assessment to many types of clients, from public interest organizations to major corporations, such as pharmaceutical companies, telecommunications companies,insurance companies, hospitals, trade associations, municipalities, regulatory agencies, product manufacturers, engineering firms, and law firms. Expert 1306 has earned broad-based credibility within the public interest sector, for example, as former Natural Resources Defense Council (NRDC) toxicologist. Recognized in the U.S. and internationally as a scientist, Expert 1306 was appointed to the Editorial Board of the journal Environmental Engineering and Policy, published by Springer-Verlag (Germany). He has served as technical director for many projects, including
assessing chemical and microbial exposures, industrial sites, and various environments; evaluating toxic hazards, peer review, permit acquisition, and litigation support. Corporation and non-corporation clients call upon him to evaluatecitizen or public agency concerns about the potential toxic consequences of accidents (such as chlorne gas spilled from a freight train), setting limits on toxic substances for accident prevention and consequence mitigation, and evaluating controversial facilities or proposed facilities; such as chemical plants, incinerators, landfills, power plants, mines, or industrial plants; or exposures to substances, such as particles or
toxic gases in air, and soil or groundwater contaminants (e.g., pesticides, metals, or organic solvents).

Expert 1306 has been involved in the emergency planning and response aspects of human health risk assessment. In the area of microbiology, he has cultured human cells and infected them with dangerous (cancer causing) viruses in support of research at the Mt.Sinai Medical Center in New York City, and also has evaluated microbial risks potentially posed to employees of New York City's 14 municipal sewage treatment plants after illegally disposed medical wastes began washing up on New York beaches. In the area of chemical risks, he has interacted extensively with the U. S. National Advisory Committee on Acute Exposure Guideline Levels to implement Federal emergency planning laws aimed at preventing releases of EPA-designated Extremely Hazardous Substances (EHSs, such as chlorine and ammonia),
and preventing such EHS releases, if they do occur, from resulting in tragedies like that which occurred in Bhopal, India in 1988 when a
massive release of methylisocyanate from a chemical plant occurred.Expert 1306's involvement with emergency response also has included serving as Secretary of the National Fire Protection Association (NFPA) Committee on Classification and Properties of Hazardous Chemicals, serving on the NFPA Hazardous Chemicals Committee, and consulting to the Congressional Office of Technology Assessment (OTA) on the chemical emergency at Love Canal, which (before Superfund)
was the responsibility of the Federal Emergency Management Agency (FEMA). Expert 1306 also has been involved in analyses of chemical
accidents, such as releases of ammonia and chlorine gas, which have resulted in injuries and lawsuits.

Expert 1306 has received many invitations, appointments, and service requests from agencies of the Federal Government (such as the OTA, the U. S. Army Environmental Policy Institute, and the U. S. Air Force) as well as governments of states (including California, Connecticut, Massachusetts, Maine, New York, and Rhode Island), professional societies (such as The New York Academy of Sciences and National Association of Environmental Professionals), trade associations (such as The Fertilizer Institute, National Coal Association, International Institute of Ammonia Refrigeration, and American Institute of Architects), academic institutions, conference organizers, and radio and television stations. Expert 1306 has published numerous professional articles and given congressional testimony,
by congressional invitation. Recently he attended the U. S. National Laboratory Consortium Tech Transfer 2000 Conference on the Big
Island of Hawaii as an invited speaker on the role of risk assessment in technology transfer.

Formerly a toxicology consultant to the U. S. Congress and the California Governor, Expert 1306 now serves the Academy of Board Certified
Environmental Professionals (ABCEP) as Certification Review Board Chair. He is a Member of the Board of Directors of the National
Association of Environmental Professionals, and Secretary of the NFPA International Committee on Classification and Properties of
Hazardous Chemicals, engaged in revising guidelines for response to industrial emergencies. Expert 1306 also has served on the American
Institute of Architects Committee to Revise Health Care Facility Construction Guidelines, and on the New York State Scientific
Review Group. He recently served on New York State's Comparative Risk Project in the Human Health Work Group. Expert 1306 is a former
long-time Chair of the State of Maine Scientific Advisory Panel. He is Board Certified by ABCEP in Environmental Assessment, and is a
Registered Environmental Assessor in California. Expert 1306 received his doctoral degree from the State University of New York at Stony
Brook in 1979, was admitted as a Member of the American College of Toxicology, Member of the Society of Toxicology and, in 1986, was
elected as a Life Member of the New York Academy of Sciences.
