Lead multiple simultaneous, complex flight engineering projects designed to increase knowledge and understanding of fundamental aspects of phenomena and observable facts leading to new capabilities. As Chief Test Pilot and Science and Technology (S&T) liaison, provided expertise by serving as a source of S&T information, interacting with senior officials internally and externally across the DoD and other contract agencies. Direct all facets of PGI’s flight test engineering program in both jet and turbo-prop aircraft.
Lead all program phases including flight safety, flying qualities, flight control systems, and performance testing. Use quantitative and qualitative analytical research techniques to analyze and interpret complex technical and procedural policies to identify relationships between program objectives and accomplishments. Identify diverse, complex and disparate mission requirements into technical objectives and deliverables to create Statements of Work (SOW). Responsible for developing comprehensive work breakdown structures, program plans, resource allocation plans and integrated task scheduling across Department of the Army (DA) and private sector contractors. Supervise direct reports and matrixed team members carrying out a technology-intensive, MDAP or ACAT magnitude flight test program. Delivered numerous project/program cost estimations for prospective initiatives.
Using experience in state-of-the-art aviation technology including autonomy, advanced sensors, control and displays, propulsion and power systems, aerodynamics, aircraft design and development, aerostructures, flight controls and dynamics, performed as program manager and lead test pilot for first flight of experimental intelligence, surveillance and reconnaissance (ISR) aircraft and systems. Managed and monitored adherence to standards of flight test personnel, pilots and engineers, and assets.
Responsible for risk mitigation through system safety analysis (SSA) and test hazard analysis (THA) in support of classified ISR programs. Performed first flight and envelope expansion flight testing for the Boeing Yellow Jacket (King Air B350) Program, the Boeing Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS) Risk Reduction Prototype (ERRP) and first flight of the Boeing Engineering and Manufacturing Design (EMD) limited rate initial production (LRIP) EMARSS aircraft during fielding to the U.S. Army.
Conducted performance and handling qualities flight testing in support of FAA Part 23 compliance flight testing for the Yellow Jacket and ERRP ISR aircraft being developed by the Boeing Company. FAA Flight Test Designated Engineering Representative (DER).

Provide strategic direction for activities including program planning, developing acquisition strategies and overseeing stakeholder relationships. Direct all facets of Army-wide flight test programs through the execution of program management best practices. Apply quantitative and qualitative analytical research techniques to analyze and interpret complex technical and procedural policies to identify relationships between program objectives and accomplishments, including resource considerations. Used a multi-channel client relationship management and knowledge management approach to provide customers with on-demand access to the comprehensive services and benefits of ATTC. Briefed sensitive, complex and technical matters with all levels of people of diversified backgrounds and varying levels of understanding (aviators and non-aviator Program Executive Officers), and serve as ATTC representative in integrated working groups throughout the Army and aviation contract community.
Created development system documentation (Functional area Analysis, Operational and Organizational Plan, Mission Needs Analysis, Initial Capabilities Document, etc.) for programs, incorporating future force concepts, capabilities, technical opportunities and shortfalls. Represented the command on high level committees with the authority to make decisions influencing resource allocation, and affect major changes to programs and goals. Reviewed and approved SOWs, Procurement Requests (PRs), and Military Interdepartmental Purchase Requests (MIPRs) for consistency with technical and programmatic objectives; evaluating program performance and taking corrective action as necessary. Experimental test pilot (XP) responsible for planning and execution of airworthiness and systems qualification flight testing on experimental, prototype, highly modified commercial off the shelf (COTS) aircraft, military aircraft, or aircraft systems. Test Director/Program Manager responsible for planning, direction, and success of major Army aviation materiel programs, systems development efforts, and research technology initiatives, with special emphasis on fixed-wing (turbo-prop and jet) platforms for worldwide employment of intelligence systems for command, control and communication, target acquisition and selection. Programs were extensive in scope, and provided new products based on unproven concepts of rapidly advancing technology, or pioneering efforts requiring significant technological breakthroughs. Responsible for the overall program definition, organization, and direction including the development of long and short-range plans. Using knowledge of purpose, functions, capabilities, limitations, and interface requirements of aviation materiel programs, formulated and directed the technical approach. Using knowledge of the Life Cycle System Management Model (LCSMM) and aviation force structure relating to RDA program funding process, established and controlled milestone schedules, budgets, and costs; all managed programs were successful. Commander’s fixed-wing authority and expert consultant on assigned programs.
Army Acquisition Corps (Level III Test and Evaluation Engineering) professional responsible for effective and efficient test and evaluation of new or highly modified fielded systems. Provided information and projected needs for future flight test requirements on new systems. Prepared test plans, test reports and all required documentation to support the test, evaluation, and acquisition effort. Represented ATTC and the Army at technical meetings, acquisition strategy meetings, working level integrated product team meetings, and other professional organization gatherings. Interfaced with DoD agencies, federal government agencies, and the defense industry in the execution of the above duties. Reviewed and analyzed aviation system program documents and directives received from higher echelons for the purpose of coordinating, evaluating, and disseminating policies, procedures, and methods required to accomplish all coordination functions. Conducted analysis and advised Commander on aviation program funding, execution, and priority, including aviation processes relating to doctrine, organization, training, materiel, leadership, personnel and facilities (DOTMLPF).

Planned and conducted Gulfstream III, Gulfstream V, and Cessna Citation missions for worldwide flight support of the Chief of Staff of the Army, the Secretary of the Army, and selected Senators and Congressmen. Planned and conducted unit mission training in Gulfstream aircraft. As COR and maintenance officer, provided direction and quality assurance for three logistics support contracts.
Worked directly with aircraft manufacturers during the acquisition of new Citation and Gulfstream aircraft. Coordinated input for the Planning, Programming, Budgeting, and Execution System (PPBES) process to ensure unit Aviation assets were planned in the budget and POM and executed to accomplish the acquisition and fielding of Army aviation assets for the unit. Army's acquisition representative to evaluate manufacturer's success in meeting new aircraft specifications. Managed scheduling of all local and depot maintenance activities and reviewed manufacturer's aircraft service changes and service bulletins for applicability to unit aircraft. Supervised military maintenance personnel, coordinated with external agencies to support maintenance activities of onsite and offsite maintenance contractors.
Prepared and briefed monthly aircraft maintenance status to the Director of the Army Staff (DAS). Managed concurrent programs to retire and field aircraft under the Army’s fleet modernization program; successfully retired the Army’s fleet of C-21 (Lear 35) aircraft and fielded the Army’s fleet of UC-35A, UC-35B (Citation Ultra/Encore) and C-37 (G-V/550).

Responsible for research, development, test, and evaluation of aircraft and aviation systems acquisition programs. Test Director for the airworthiness and flight characteristics evaluation of the C-12F aircraft operating at 14,000 pounds maximum takeoff gross weight. Established parameters for and directed the instrumentation of test aircraft for performance and handling qualities evaluation. Conducted developmental flight tests on aircraft performance and flying qualities, aircraft systems performance and operation of new or critically modified systems.
Conducted aircraft systems tests on weapons systems, electro-optical sensors, and threat countermeasure suites. While conducting test flights, gathered quantitative and qualitative data from which the performance and stability characteristics of the aircraft were defined. Determined maximum limits for safe operation and aerodynamic stability.
Created test plans and formal test reports, providing recommendations regarding the merits of the tested aircraft or system and relative to the intended military mission. Responsible for all project planning, execution, and reporting functions. Determined personnel, funds, material and time required to accomplish the program; selected test sites, coordinated support requirements, identified specific flight test data required and the sequence of test events, and established data processing procedures and priorities. Managed personnel, material, money, and time allotted to the test program to ensure safe, successful completion of test objectives and timeliness of test reporting. Represented the Command at high level Joint/DA conferences and briefings attended by representatives from government agencies and industry to provide recommendations on new designs, discuss proposed changes to aircraft and/or systems, and provide first-hand knowledge of flight test results. Executed chase pilot duties for numerous tests including airspeed calibration of the AH-64 Apache Longbow aircraft, AH-64 Apache Longbow main rotor dynamics testing, and CH-47 Chinook FADEC testing. Flew aircraft icing evaluations using an instrumented U-21 aircraft in actual icing conditions and then directing test aircraft into the icing conditions.
