Expert holds a B.S in Pharmacy (Cum Laude) from the Philadelphia College of Pharmacy and Science, and a Doctor of Pharmacy (Magna Cum Laude) and a Graduate Certificate in Gerontology and Geriatric Psychiatry from the University of Utah. He completed a two-year clinical pharmacy residency, with specialized training in Emergency Medicine & Critical Care at the University of Utah Medical Center

Expert has been in clinical practice for over 30 years at academic medical centers, private hospitals, long-term care facilities, and regional prisons. He specializes in emergency medicine and critical care as well as in geriatrics and neuroscience. Expert is Director for Clinical Services for the Correctional Division of Westwood Pharmacy. He manages drug therapy selection, implements protocols and standing orders, as well as monitors treatments for inmates residing at numerous regional jails throughout the US. Previously, he had an active clinical practice at Cabell Huntington Hospital and was on faculty in the Department of Neuroscience at Marshall University in Huntington, WV.

Expert is Chief Executive Officer for CPC, a multidisciplinary clinical education and research company. CPC has been in business since 2001 and has consistently demonstrated delivery of superior clinical research, a wealth of publications, and expertise in medico-legal research, and consumer health education.

Expert has served as expert witness in medico-legal matters and patent litigation since 1987. During the past 30 years, his services have been retained by pharmaceutical companies (Parke-Davis and Pfizer Labs), the FDA, and the US Department of Justice as well as numerous law firms throughout the United States. Expert has given deposition or trial testimony in California, the District of Columbia, Florida, Maryland, New York, Virginia, and West Virginia, Neither his qualifications as an expert nor his expert testimony have ever been denied in court or thrown out during trial. Expert does not advertise his services. All his medico-legal consultation work comes from word of mouth referrals and repeat business.

Expert’ pioneering work in emergency cardiac care led to changes in the Practice Guidelines for the Treatment of Acute Cardiac Care by the AHA. His work in patient controlled analgesia led to new NIH standards for pain management in acute sickle cell crisis.

Expert is the recipient of 53 research grants, and author of 183 articles, 2 books and 21 book chapters. He founded the ASHP Specialty Practice Group for Critical Care Pharmacy and wrote the ASHP Supplemental Standards and Learning Objectives for Residency Training in Critical Care Pharmacy.

Professionally, Expert is credited with the following notable accomplishments:
1)A 56% reduction in pharmaceutical costs and the implementation of therapeutic interchange programs and Narcan Rescue Protocols throughout the system of county and municipal jails in Virginia and the State of New York;

2)Expert is working with the Henrico County Jail to maintain an inmate narcotic addiction treatment program using naltrexone during incarceration and after release to reduce crime and recidivism from narcotic abuse;

3)Establishment of an Antimicrobial Stewardship Program at Cabell Huntington Hospital where he reduced antibiotic cost per case mix index adjusted patient days by 16% despite a 16% increase in patient census;

4)Mild traumatic brain injury rehabilitation and outpatient pain management services in collaboration with Dr. Toussaint A. Leclercq, Department of Neuroscience and Neurosurgery, and the Pain Management Service under Dr. Ozturk at Marshall University School of Medicine, Huntington, WV;

5)Used a collaborative agreement with the Chief of Medicine at Mary Washington Hospital to run the Hospital’s in-patient pain management services;

6)Implementation of clinical pharmacy services at Mary Washington Hospital. His work produced a $1.5 million reduction in drug expenditures from a $13 million drug budget despite a 20% annual increase in prescription volume. Expert successfully increased both pharmacy productivity from 92.7% to 101.9% and productive FTEs from 44.5 to 47.7.

7)Establishment of decentralized clinical pharmacy serves at Snowden Psychiatric Hospital, Fredericksburg, Virginia. His work was acclaimed for excellence by Premier, Inc;

8)Founding the Appalachia College of Pharmacy in Oakwood, Virginia. He successfully designed and implemented Virginia’s only 3-year PharmD curriculum and obtained Pre-Candidate Accreditation status for the College;
9)Implemented School Town Hall Meetings to address Drug Diversion and Abuse Prevention in the Buchannan County Public School System; Grundy, Buchannan County, Virginia

10)Defining the role of clinical pharmacists in critical care and emergency medicine. He wrote the Pharmacology Standards for Advanced Cardiac Life Support and Emergency Cardiac Care;

11)Membership in the USP Critical Care Advisory Board from 1992 to 1998; the FDA’s Advisory Committee for Pharmaceutical Sciences from 1994 to 1998; and the Advanced Cardiac Life Support Committee of the American Heart Association, National Headquarters; Dallas, Texas from 1987 to 2000.

12)First recipient of the American Society of Consultant Pharmacists Foundation Fellowship Award in 1995.
