PROFESSIONAL SUMMARY

Expert  831 is a seasoned professional manager who led teams in the delivery of commercial, industrial, public works, high technology, and residential construction projects throughout the United States and overseas. He used this broad range of experience to form his own consulting practice specializing in expert witness testimony in contracts, claims, accidents, quality control, and OSHA compliance.

For the last 12 years he developed his  forensic engineering and construction consulting practice with offices in Nevada, Utah and South Carolina.  He helped resolve hundreds of cases in litigation throughout the country.  He has written and lectured extensively on the construction industry, and has recently complted seminars in Qatar, UAE and Saudi Arabia.  He is President of A PRIVATE COMPANY specializing in resolution of contract disputes, accidents, safety, and personal injury.

Prior to forming his company, Expert 831 held positions as   Development Manager for Kaiser Engineers, Director of Facilities for Teradyne, Project Manager for New York City Transit, Project Officer for New York City School Construction Authority, and Owner’s representative for Disney and General Electric, Project Manager and Vice President for general contractors and developers.
He has taught CPM scheduling in Florida, and was a featured speaker at the Association of General Contractors and the Industrial Development Research Council.. He has lectured and conducted seminars in New York, Abu Dahbi, Jeddah, and Doah, Qatar. 1994 to Present
President- A private engineering consulting company

Consulting and forensic engineering services for attorneys, contractors and insurance companies. Assignments utilize the discipline of civil engineering, including construction management and general contracting. Focus is on proper execution of contractor/owner/AE responsibilities, safety, OSHA compliance, contract disputes, claims, accident prevention, workplace safety, and evaluation of existing construction for contract compliance. Presently involved in ten cases in five states.

1999 – Regional Manager –ROEL Construction Company, Las Vegas, NV

Directed Nevada operations of Roel’s Litigation Support Group, providing consulting services in construction litigation and expert witness service. Casework included the defense of a major subcontractor in the 1.6 billion dollar Venetian Casino Resort.

1997 to 1999 – Project OfficerNew York City School Construction Authority, New York

Responsible for 22 school renovation programs. Supervise engineers, construction managers and contractors, achieving overall objectives for quality, time and budget. Projects involve facility upgrades and improvements including elevator repairs, climate controls, HVAC improvements, boiler replacements, roof replacements, exterior masonry, door and window renovations.

1994 to 1997 – Project ManagerNew York City Transit, New York

Supervise team of engineers, oversee contract administration, change orders, progress reporting, engineering liaison, and customer satisfaction for major projects, for example: Two mile subway tunnel
rehabilitation including elimination of water leaks by chemical grout injection; Column and roof replacement over an active subway station, including widening the street above, relocating utilities, and repairing concrete; Construction of a new underground fan chamber adjacent to an existing facility, replacing existing equipment with four 78,000 CFM fans, installing electrical distribution equipment and communication equipment, and relocating utilities in the street.

1991 – 1994  Principal G & C – Princeton, NJ

Consulting engineering firm specializing in civil, forensic and management engineering. Prepare technical reports, prepare claims against government agencies, serve as expert witness on a diverse range of issues. Major projects include: Supervision of Contract Administration for landmark restoration of Alexander Hamilton U.S. Customs House in New York City; Preparation of Requests for Proposal for $14 million museum renovation for the Smithsonian Institution.

1988 -1991 –           Project Manager  NICO Construction Co. – New York

Overall supervision responsibility for Class A office building renovations in New York City including four floors at Rockefeller Center. Duties involved estimating, bidding, permitting, subcontracting and field supervision.

1983- 1986   – Vice President –Drexel Properties – Dallas to DKM Properties – Princeton

Served as CEO of Drexcon Construction. Profit and loss responsibility for four-state general contracting business. Hired and trained staff of 150 Project Managers, Estimators, Superintendents and Craft Foremen. Completed large scale residential projects, including site development, consisting of 3000 units and valued at $60 million.

1982 – 1983  – Project Manager          George A. Fuller Co. – Boston

Assume control of landmark ten-story office building renovation following failed efforts by multiple previous contractors. Completed project on schedule and within budget.

1979 – 1983  – Director of FacilitiesTeradyne Inc. – Boston

Reporting to the CEO of this Fortune 500 company, assumed responsibility for turn-around of a 75 person department. Responsibilities included maintenance, leasing, construction, plant operations, security, transportation and telecommunications. Responsible for design and construction of new manufacturing facilities throughout country, including new 12-story corporate headquarters.

1977 – 1979 – Director of DevelopmentKaiser Engineers – Boston, MA

Oversaw development on Metropolitan Boston Transit Authority’s largest project, the $750 million Southeast Corridor. Included are: seven subway stations, two Amtrak and four transit lines, five miles of park land, 36 bridge renovations, and five miles of roads. This project won the President’s award by the National Endowment of Arts, and was listed as Outstanding Engineering Achievement of the Year in 1988 by the American Society of Civil Engineers. Played a key role in overall budget and supervision of architectural teams.

1972 – 1977  – Director of Construction-Lanning Corporation – Boston

Responsible for construction of six K-Mart Shopping Centers in three state area.

1969 – 1972 – Owner’s Representative-WED Enterprises (Disney) – Orlando

Oversee design and construction of this $100 million award winning project: The Contemporary Resort Hotel.

Additional professional experience includes project management assignments with Bechtel, General Electric and Sheraton Hotels. Managed $800 million in projects nationwide. Earned outstanding reputation for the ability to take charge of poorly-managed and behind-schedule projects, reorganizing them to achieve and surpass all objectives.
