Stevens, Cone Mills, G.E., etc.

1975-1979 area project manager for a mechanical contractor company in North Carolina, primarily handled large military projects

1979-1983 President & G.M. for a mechanical corporation, mechanical contractors responsible for day-to-day operation of $3,000,000 company, North Carolina, projects included numerous S.S. piping jobs with Weyerhouser, H.P steam piping jobs, “clean room” projects at a nuclear fuel facility, relocating an injection molding facility from Ohio to North Carolina, major renovations to a union carbide plant

1983-1986 Vice President & G.M. of a mechanical corporation in Virginia, responsible for day-to-day operation of $15,000,000 branch of $40,000,000 firm, work included piping projects for military facilities, “design/build” office buildings, underground utilities

1986-present mechanical construction consultant, performed hundreds of cost estimates (conceptual, design development & contract document) for A/Es, owners & government agencies, prepared/defended numerous claims (including schedule analysis, damage analysis, issue evaluation) & “request for equitable adjustments for owners and contractors, functioned as C.M. on several large industrial projects, represented several sureties in construction completion situations, negotiated hundreds of change orders on behalf of both owners & contractors, testified in federal & state courts and arbitrations

Typical Work Experience

1986-construction manager, paper machine rebuild project, Virginia, responsible for day-to-day monitoring of 5 mechanical piping projects, (totaling over 6 million dollars) for a 6 month paper machine rebuild, insuring “ISOs” were correct, pipe delivered per schedule, interpret “changed conditions” on daily basis (the penalty for late turnover was $250,000 per day), negotiate change orders, inspect installation

1987-1988 subconsultant , consultants to surety on a large project in New York, contractor declared bankruptcy with $80,000,000 uncompleted work, performed “cost-to-complete”, prepared completion contracts, monitored completion progress, negotiated “payment bond” claims.

1989-prepared “request for equitable adjustment” on behalf of surety for bankrupt contractor on a coal fired power plant in New York City-alleging “wrongful termination” and extended performance costs-negotiated settlement.

1990-“team leader” for surety on defaulted contractor project in new jersey-12 projects & over 15 million uncompleted work

1991-prepared “request for equitable adjustment for contractor in South Carolina on a process piping project and assisted in negotiating successful settlement.

1992-functioned as director of construction for $25,000,000 mechanical contractor in Washington, DC area, set up integrated job cost/accounting computer system, initiated policy & procedure manual, started training programs for P.M.s & SUPTs, ran day to day construction operations.

1993-defended $30,000,000 claim for rigging contractor at large polypropelene manufacturing facility in Pennsylvania

1994-completed 8 projects for surety in Massachusetts on behalf of bankrupt mechanical contractor, projects ranged from a $50,000 plumbing renovation to a $2,500,000 process piping contract on the prototype plant for a waste water treatment project.

1995-prepared claim for mechanical contractor on large V.A. hospital in Maryland

1996-worked with various government agencies negotiating change orders and mediating claims on several large projects-world bank expansion ($350,000,000), new federal courthouse ($65,000,000)

1997-worked as owner’s rep. for an airport authority, completing (inspections, evaluating/negotiating change orders, assisting in check out of distributive control system) $25,000,000 new boiler/chiller plant for national airport, project included 1.5 miles on H.P. steam/condensate in tunnel, 6 new 2000 ton chillers

1998-worked for attorneys representing an airport authority defending claim on boiler/chiller plant at national airport ($11,500,000) & claim on boiler/chiller plant at airport ($9,750,000)

1999-worked with attorney in Indiana presenting claim on process piping project, prepared design development mechanical budgets for two large convention centers

2000-completed work on claims at two airport-both settled during mediation, worked with a baseball stadium owner defending a $30,000,000 claim-successfully settled during mediation, working with a surety on a “cost-to-complete evaluation for a $60,000,000 static  frequency convertor plant under construction in Pennsylvania

2001-worked with GSA defending a $32,000,000 claim on a federal courthouse in Alabama, issue settled in mediation, worked with a construction company, estimating & negotiating MEP change orders (approximately 150) for the 600 million dollar expansion to the clinical research hospital

2002-worked with a grain processing company in Indiana defending a $5,000,000 claim on a process piping project, worked with GSA defending a $82,000,000 claim on a federal courthouse in New York, continued negotiating change orders at hospital, performed hvac, plumbing & fire protection estimates for design development stage and 65% design stage of a 1.5 million SF addition to New Orleans convention center, worked for contractor preparing a 3 million dollar claim on a school

2003-continued work on change order estimating & negotiating at hospital, continued work on defending GSA claim on courthouse in New York, working with a development firm on a matter in downtown DC, negotiating change orders on behalf of the owner

2004-writing expert report-defending against $25,000,000 claim by MEPS contractors
