Summary

Expert 156 has been a professor of economics for over 17 years. He has taught economics, finance, and quantitative analysis at University of California, Davis, University of California, Santa Cruz, California State University, Sacramento, and University of San Francisco.

He has written and conducted seminars in the fields of the economics of development, political economy, economic history, environmental economics, public policy, operational analysis, and economic modeling and forecasting.

Expert 156 conducted research at the University of Athens and the Centre of Economic Research and Planning in Athens, Greece, where he conferred with many of the nation’s top economists and political officials. The fruits of the research resulted in a seminal book on the development of the Greek economy. His work on the Greek economy has been cited numerous times. He also engaged in research at the Institute of Development Studies, University of Sussex.

Since 1991, he works as a consulting economist providing economic and statistical analysis for the private and public sectors. He has written many economic impact, efficiency, cost, and feasibility studies. He has designed economic models, strategic plans, and performance measures.

He is in demand as an expert witness for cases involving personal injury, wrongful death, wrongful termination, employment discrimination, economic loss, business valuations, lost profits, and divorce He has consulted and given testimony for numerous attorneys in California as well as in New York, Nevada, Iowa, Montana, British Columbia, New Mexico, Oregon, Pennsylvania, and Hawaii. He has consulted in approximately 700 cases and for more than 175 law firms

In 2000, he was awarded a Faculty Research Fellows Grant from the Center of California Studies, California State University, Sacramento to analyze land holdings of the state for the Governor’s Office of Planning and Research. He was awarded another Faculty Research Fellows Grant from the Center of California Studies, California State University, Sacramento, in 2012. This research, also for the Governor’s Office of Planning and Research, involves assessing the implementation of California State Planning Priorities.

Operational Evaluation of Delta Dental of California’s Commercial Unit, report prepared for Delta Dental of California, San Francisco, October 2002.
Analyzed operational efficiency and the feasibility of improving performance. Provided operational recommendations to improve efficiency and increase the accountability of each line-worker.

Cost Analysis and Cost Modeling of Equipment Rental Rates, report prepared for California Department of Transportation, December 2001.  This was a $30,000 cost and financial study. The main purpose was cost reductions through the restructuring and reformulating of the equipment cost equations. The result will be an estimated annual $1,000,000 savings to the State beginning in 2003.

An Inventory Study of the State of California’s Land Holdings, prepared for the Governor’s Office of Planning and Research and the Center for California Studies Faculty Research Fellows
Program. June 2001. (Available at: www.csus.edu/calst/Government_Affairs/Reports/ffp45.pdf).  This was a $15,000 Faculty Research Fellows Grant. This report was, in part, a response to the State Auditor’s report of State land mismanagement and poor inventory tracking. The research involved feasibility studies for both a consolidated State Property Inventory Database and a Geographic Information Systems mapping of all State land holdings. Land inventory tracking took on greater importance as a result of the recent energy problem. Most of the policy recommendations have been implemented.  (This work has been cited in at least three publications of other government agencies)

“What Goes Down, Must Come Up (Eventually….),” Comstock’ Business Magazine, May 2001.  This article discussed the stock market and business cycles.

Feasibility Study of Privatizing California Department of Education’s Food Distribution  Process, report prepared for California Department of Education, February 2001. (co-authored)
This was a $100,000 study through the CSUS Foundation. My work included elaborate cost comparisons between the state and private sector operations as well as risk models for the privatization of this State operation. Savings to the State amount to an estimated $1.26 million annually. The cost of conversion varied under two different risk models.
