CITY OF CARLSBAD FIRE DEPARTMENT, December 2006–2011.

FIRE MARSHAL (BATTALION CHIEF).
Served as the Fire Marshal (Battalion Chief) managing the Fire Prevention Division of the Fire Department.

Served as Planning Chief for the City in all activations of the Department Operations Center and Citywide Emergency Operations Center.

DEPUTY CHIEF/FIRE MARSHAL/ARSON INVESTIGATOR.
Served as the Deputy Fire Chief and Fire Marshal managing the Life Safety and Regulatory Services Branch of the Fire District.
Supervised, manage, and motivate six personnel and up to 50 personnel as needed during incidents.
Assisted the Chief in managing, developing, and administering a $7.4 million dollar budget.
Conducted fire prevention inspections, construction plan reviews and inspections, investigate fires, educate the public on fire prevention, and provide information.

Responsible for fire prevention inspection, construction plan review and inspection, public education, and the public information functions.
Planned, forecasted, and managed a budget over $1 million dollars per year.
Hands–on application of fire prevention, urban planning, and development management activities in the City.
After September 11, 2001, additional responsibilities involved domestic preparedness activities including work on development of county-wide response protocols, training programs for emergency responders, identification of potential target sites, emergency response planning for City and County facilities, and grant funding under the U.S. Department of Justice.
Assisted in the development and presentation of the First Responder Awareness for Domestic Preparedness course developed jointly by Stanislaus County and the City of Modesto that is now being used throughout the State of California for training emergency responders.

STANISLAUS CONSOLIDATED FIRE PROTECTION DISTRICT, May 1999–December 2000.

HESPERIA FIRE PROTECTION DISTRICT, April 1998–May 1999.

DEPUTY FIRE MARSHAL/ADMINISTRATIVE CAPTAIN.
Supervised the daily operations of nine personnel in the Fire Prevention Division.
Responsible for fire prevention, fire investigation, environmental crime investigation, public education, plan review, and new development activitieswithin the district.
Ensured quality control and reviewed all plan checks submitted to the district for evaluation.
Assigned to assume fire ground support duties during all second alarm or greater incidents.
As a Fire Investigator and Fire Prevention Officer, designated as a Peace Officer pursuant to Section 830.37(a) and 830.37(b) of the California Penal Code.
Responsible for the enforcement of the six primary environmental programs that were delegated to local government by the State of California.

CITY OF ANAHEIM FIRE DEPARTMENT, August 1994–April 1998.

HAZARDOUS MATERIALS SPECIALIST II.
Performed Fire Prevention and Hazardous Materials Inspections of high hazard facilities and facilities with Underground Storage Tanks.
Reviewed plan activities on high hazard occupancies and underground storage tank systems.
Conducted Criminal Investigations into violations of the environmental laws of the State of California and participated as a member of the Orange County District Attorney’s Office Environmental Crimes Strike Force.
Technical Training Advisor to the Anaheim Fire Department Hazmat Team and the department’s public education program by giving fire, life safety, and Hazmat presentations to community groups, local businesses, and the employees of other city departments.
Served as the Acting Deputy Fire Marshal (Captain) during absence of the Deputy Fire Marshal assigned to supervise the Environmental Protection Section of the Fire Prevention Division.
Handled all Risk Management and Prevention Programs (RMPP) for facilities using Acutely Hazardous Materials within the City of Anaheim.
Participated in each facility Hazard and Operability (HAZOP) Study as well as performed the review of the completed RMPP documents.
Served as a member of the department’s project team evaluating Anaheim’s implementation of Senate Bill (SB) 1082 for the unified enforcement of environmental regulations.

Key Achievements:
Wrote the Anaheim Fire Department’s Certified Unified Program Agency (CUPA) application to the State of California.
Created and implemented new policies, procedures, forms, billing, reporting, and data elements that were used by the Anaheim Fire Department upon
certification as a CUPA.
One of three representatives for the California Fire Chiefs Association on the State regulation writing committee for the implementation of Senate Bill 1889 dealing with Risk Management Programs for high hazard chemical facilities.
Incident Commander for the California Fire Chiefs legislative action on SB 657. The bill was an attempt at modifying the hazardous materials reporting forms and requirements for businesses in California.
Met with members of the legislature and their staffs as well as testified before State Senate and Assembly Committees to ensure that First Responders would have the information they need to safely handle hazardous materials emergencies.
Served as the Fire Service Representative to the Region 1 Local Emergency Planning Committee (LEPC) by representing the hazardous materials emergency response and training needs for all of the fire agencies in Los Angeles, Orange, Ventura, Santa Barbara and San Luis Obispo Counties.
Served as a Committee Member of the California Fire Chiefs Fire Prevention Officers Hazardous Materials Committee and the Local Emergency Planning Committee (LEPC) Administrating Agency subcommittee.

CITY OF POMONA FIRE DEPARTMENT, February 1990–August 1994.

HAZARDOUS MATERIALS SPECIALIST/OES COORDINATOR.
Responsible for the hazardous materials disclosure, regulation, inspection, enforcement, investigation, and planning functions.
Served as a member of the Department’s Level A Hazmat Team.
Coordinated the preparation of annual budgets of $12.3 million for the Fire Prevention, Hazardous Materials, Fire Investigation, Communications Support,Administration, and Emergency Preparedness Units of the Fire Department.
City department resource for hazardous materials safety, regulation, and permitting.

Key Achievements:
During the Pomona Fire Department’s preparation for civil unrest during the second “King trial,” was assigned as the Planning Chief for the department to coordinate all of the pre-incident planning needs including establishing a fully operational remote field operations center and staging base large enough to handle in excess of 50 engine companies, ambulances, two helicopters with direct video downlink, and necessary law enforcement.
Member of the Chief’s administrative project team during the negotiations with the Los Angeles County Fire Department to take over fire protection in Pomona involving County contract evaluation, fiscal impact, and level of service evaluation for the fire department and the City.
Assigned as the Office of Emergency Services Coordinator for the City of Pomona coordinating the disaster preparedness activities of the community.
Following the Northridge earthquake,I was requested by, and temporarily assigned to, the Governor’s Office of Emergency Services as a mutual aid resource.
Performed Fire Prevention and Hazardous Materials Inspections of high hazard facilities and facilities with Underground Storage Tanks.
