Accomplishments

Expert 2398 is retired from the Office of the California State Fire Marshal where he was the head of the Regulations Program.  As such, Expert 2398 was responsible for the research, development and adoption of the regulations and standards of the State Fire Marshal found in Title 19 and Title 24.  During his years at State Fire Marshal headquarters, where he was the chief spokesperson for regulations, Expert 2398 successfully debated hundreds of code changes in front of the California Building Standards Commission.  His knowledge of state law and regulations is well known throughout California.

During his years at the California State Fire Marshal headquarters in Sacramento, Expert 2398 served as the Fire Marshal Liaison for the California Building Standards Commission where he served on the Coordinating Council.  While serving on the CBSC Coordinating Council, Expert 2398 was instrumental in the establishment of a new regulatory adoption process for California Building Standards.  He also chaired the Fire and Life Safety Building Standards Advisory Board and was the Fire Marshal Liaison with the California Building Officials (CALBO).

Expert 2398 is also the Past President of the International Conference of Building Officials (ICBO) California Capitol Chapter.  Expert 2398 holds a degree in Fire Technology and is certified by the State Board of Fire Services as a Master Instructor.  He also holds several teaching credentials from the State of California.

Expert 2398 has successfully authored code changes to the California Building Standards Code, the Uniform Building Code, the 2000 International Building Code, the 2000 International Fire Code, the 2000 NFPA 101 Life Safety Code and UL 924, Emergency Lighting and Power Equipment.
