Qualifications and Experience include:

• Peace Officer in State of CA from 1981 through 2013 – Retired after (31) years with the Kern County Sheriff-Coroner-Public Administrator’s Office as a Division Commander.

 

• 1978-1981: Kern County Sheriff’s Office Prisoner I.D. Technician (fingerprint collection, comparison, classification and searches, photography, compilation of prisoner histories)

 

• 1981: City of Montebello (CA) Police Officer, Patrol and Traffic Enforcement/Accident Investigation

 

• 1981-2013: Kern County Sheriff-Coroner-Public Administrator’s Office from Deputy Sheriff through Division Commander. Patrol, Investigations, County Jails, Supervision and ultimately senior management.

 

• 2012-2013: Bear Valley Springs (CA) Chief of Police of a small full-service department

 

• 2013-2014: City of Delano (CA) Corrections Commander (Warden), Delano Modified Community Correctional Facility, operated by the city under contract with CA Department of Corrections and Rehabilitation

 

• CA Bureau of Security and Investigative Services licensed Firearms and Baton Instructor

 

• National Rifle Association certified Firearms Instructor (Handgun, Rifle, Shotgun, and Law Enforcement Precision Rifle)

 

• CA P.O.S.T. certified Law Enforcement Firearms Instructor (Handgun, Shotgun, Patrol Rifle, Submachinegun)

 

• I have testified as an expert in numerous courts on many occasions on subjects and activities involving virtually every aspect of law enforcement and corrections operations.

 

• Past and present memberships to professional organizations including the F.B.I. National Academy Association, International Association of Chiefs of Police, and the CA Police Chiefs Association.

 

• Formerly employed as an Associate Professor at a local community college, and an instructor for law enforcement and corrections classes, including firearms instruction at a local vocational college.
