Summary

Expert had been with Fluor for thirty plus years and has completed projects in oil, gas, petrochemical, and power industries. He a specialized in permanent plant telecommunications, control systems automation, electronic security systems and infrastructure networks for large plants, including DCS, SIS & F&G systems, automated valves and instrumentation. In addition, fiber optic WAN/LAN, and wireless LANs, IP based, mass notification systems (including PAGA), complex CCTV systems (security & process), supervisory control and data acquisition (SCADA), VoIP PBX, instrumentation, DCS, PLC, controls & SIS. He has completed projects of various types including: feasibility studies & estimates- FEED, detail design, PMC, PMT, FAT, IFAT, site
construction, SAT, ISAT commissioning, system turnovers and close-out. (approximately 45% site experience; 55% engineering/design office experience).

His site work experience includes directing and training local engineers/foremen, directed/supervised work in structured cabling systems, fiber optics, DCS/F&G System and site testing, utilization of codes and standards of American, British, GOST and Norsok on- shore and off-shore for specifications, participated in interface management, construction completion documentation and turnover systems for major projects, experienced in developing specifications, selected MAC and TSI contractors, critical instruments and implemented in field, performed systems integration, and master planning with cost benefit analysis on projects, and publications.

Accomplished significant savings using proactive value engineering techniques. Standardized on Telecommunication Sys (includes RF), SCADA, DCS, SIS. Worked on several extremely fast track projects. Value awareness was also achieved by my effective technical Contract management & quality assurance. I was the Recipient of Hugh Coble  project excellence award, and several client awards.

Inactive Registered. Professional Engineer (PE) in Louisiana & New York. PE license can be activated in LA or NY when needed.

Over thirty-six years of total experience (16 years plant site experience plus 20 years engineering office experience). Acted as lead multi discipline engineering coordinator on sites.

Normally, Lead for I & C & T, SCADA/ Telecom, Fiber Optics, DCS/PLC, SCS PAGA, CCTV, Radio, Microwave, Radar & Security systems.

Client liaison-Russia, Principal Control Systems Engineer, liaise with Taneco/Tatneft, local vendors, contractors, and home office in Houston with 7 Million Metric Tons per year- grass roots refinery and petrochemical complex; PMC (Project Management Consultant) roles, interfaces with the MAC (Main Automation Contractor) and turnkey package suppliers.

DCS supervisor in control rooms (called LERs for Crude, Gas, Power, Utilities etc.,) at Chevron’s TCO project in Kazakhstan TCO with responsibilities for SAT Site Acceptance Tests, Loop checks, troubleshooting. Control Systems & Telecom Site lead for Sak1(ExxonMobil) OPF & Wellsite; INtools, MatMan and complete IT were heavily used on project to document the acceptance; commissioning and testing (SAT) activities; developed and directed FCR’s (Field Change Requests), contractor RFI’s (Request for Information), DCN’s (Design change notices) etc.

Responsible Engineer for Bohai Bay, China, Offshore project’s platforms and FPSO; included PAA and CCTV systems and trunked UHF interfaces on FPSO and well head platforms entailing complex fiber and wireless communications. SCADA/Telecom /C&I Master Plan consultant engineer for Transneft Russian pipeline network (47,000 KM); acted as Deputy Technical Director (8 local staff 2 expats); scope, costs, benefits of potential sub projects. Exxon Mobil Baton Rouge Refinery Site Liaison and Area Lead Engineer responsible for sizing, selection, specifications & technical contracts for plant; used Exxon Mobil IP (International practices).

Project Lead and Manager for SCADA & PLC with Telecom/IT systems and oils movement interfaces for CPC PIPELINE PROJECT Russia and Kazakhstan; responsible for co-ordination and approving contractor’s design proposals (plans, procedures submissions and functional design specifications (FDS). This includes detailed functional definition of implementation, Graphics/PLC logic,interfacing and resolutions for client QA/QC approvals, site implementation. Responsibilities include SAT (Site Acceptance Tests), loop checks, troubleshooting, and final client turnover and sign-offs; managed and scheduled the multiple vendor representatives on site for SATs.

Bohai Development Phases I & II

Phase I of this offshore oil field development was the design package for a fixed production platform tied to a refurbished FPSO; Phase II was the 190,000-BOPD full field development with five additional platforms, interconnecting sub-sea pipelines, and a new-build FPSO. Platts, in its Premier Projects category, awarded Fluor the Engineering Project of the Year. Included responsible engineer for offshore project’s PAA and CCTV systems and interfaces with fire protection and safety systems on FPSO and well head platforms with complex fiber optic and wireless.

Principal Design Engineer 1997-2001 Tengiz to Novorrosissk Russia Caspian Pipeline Consortium

Fluor provided engineering, procurement and program management for refurbishment and new construction of Phase I (28.2 million tons per annum) of a crude oil pipeline system from Tengiz, Kazakhstan, to Novorossiysk, Russia, which included 930 miles of 40 and 42-inch pipeline; several HDD river crossings including a 1.5 km HDD of the Volga River; 5 pump stations; a tank farm with five 120,000-cubic-meter tanks and an 8 km 56-inch gravity loading line; a marine terminal with metering, surge tanks and small boat harbor; two 5-km 42-inch offshore loading lines and two SPMs; and a new SCADA and telecommunication system.

Included being the lead for Technical Contract Management and Engineering; responsible for the Supervisory Control and Data Acquisition (SCADA) with complex fiber optic telecom, leak detection, simulation and training models and security systems on the large CPC pipeline; project work functions included development of SCADA and control systems architecture definition, detailed specifications and work scopes for the SCADA/leak detection/security systems, and technical evaluation and selection of contractors; program and interface management of selected
contractors, systems integration, system configurations, staging, acceptance testing and field support; integrated with multifunctional use of the telecommunications fiber backbone.
