Procurement Acquisition & Contracts Management Expert Witness has significant and relevant experience developing and teaching MBA resident and distance learning DAWIA Level I through III equivalent acquisition and contracting courses at the Naval Postgraduate School (NPS), Graduate School of Business and Public Policy, Monterey, CA. In addition to teaching and advising U.S. and allied nation defense civilians and military officers at NPS, he provided a broad range of contracting support and advice to Department of Defense contracting professionals and program managers. His professional credentials include a defense focused Master’s degree in Acquisition and Contract Management, DAWIA Level III Contracting Certification, and the National Contracts Management Association’s Certified Profession al Contracts Management (CPCM) and Certified Federal Contracts Management (CFCM) professional designations Additionally, I have earned Centre Law’s Certified Schedules Contracts Manager (CSCM) professional designation and the Association of Procurement Technical Assistance Centers (APTAC) Certified Procurement Professional (CPP) designation.

He is an accomplished leader, educator and innovator in the fields of acquisition, procurement, contracting, business financial management and program management. Significant & Relevant Work Experience

Acquisition, Contracting & Program Management Consultant (July 1997 – Present)
Independent Consultant

Provided independent acquisition, contracting, and program management consulting services to various government contracting organizations and businesses. Reviewed and developed strategic Acquisition Strategies, Acquisition Plans, Source Selection Plans, Incentive Plans, Contract Terms and Conditions, Procurement Operations and Control processes, Supplier Management Monitoring and Oversight processes, and marketing strategies for supported customers. Ensured developed plans and processes met the supported customer’s acquisition goals, business ethical standards and regulatory compliance requirements.
Helped develop a National Acquisition Strategy for Poland. As a key senior consultant, reviewed Poland’s existing Requirements Generation, Resource Allocation and Acquisition Management decision support systems and provided recommendations to improve the country’s defense acquisition strategies, organizations, policies and processes.

Senior Procurement Advisor (July 2017 – Present)
San Diego Contracting Opportunities Center (COC) / Procurement Technical Assistance Center (PTAC), San Diego, CA

As the San Diego PTAC’s Senior Procurement Advisor, I provide a full range of government contracting support, training and advice to large and small businesses that are seeking federal, defense, state and local prime contract and subcontracting opportunities. These services include, among others, helping businesses with their government registrations, representations, and certifications within the Federal System for Award Management (SAM.gov), interpreting Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) regulations, providing insight into government source selection processes, solicitation provisions, contract clauses and the various pricing and payment arrangements under fixed price and
cost reimbursement contracts, performing solicitation and proposal reviews, and advising clients on a wide range of contract compliance requirements and post award contract administration and close-out issues.

In addition to the above services, I help eligible businesses apply for the following small business certifications: SBA 8(a) Business Development Program, HUBZone Small Business,
Women Owned Small Business (WOSB) and Economically Disadvantaged Women Owned Small Business (EDWOSB) certifications. As a Veterans Administration (VA) Center for Verification and Evaluation (CVE) Verification Counselor, I help veteran owned small businesses understand the eligibility requirements and application process to obtain the VA’s Veteran Owned Small Business (VOSB) or Service Disabled Small Business (SDVOSB) certifications.

As one of the Association of Procurement Technical Assistance Centers’ most experienced government contracting subject matter experts, I am often called upon by other PTAC Procurement Specialists and Counselors to help them understand and resolve challenging and complex government procurement issues.

Senior Government Contracting & Technology Transition Advisor (July 2015 – July 2017)
TechLink Center, Montana State University (MSU), Bozeman, MT

Provided a new capability to the TechLink Center at MSU by providing government contracting and technology transition advice to supported TechLink clients across the United States. Helped clients identify and market high technology and innovative products and services to the Department of Defense and other Federal Agencies that solicit R&D Broad Agency Announcements and participate in the Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Programs. Provided advice and advocacy services to clients that needed assistance with government contract solicitations, proposal development, contract terms and conditions and technical data rights issues. Provided presentations at the Greater Yellowstone Regional Entrepreneurship and SBIR/STTR Summit in August 2015 and the Association of Procurement Technical Assistance Centers (APTAC) Fall 2016 and Spring 2017 National Training Conferences.
Provided ongoing government contracting advice to TechLink’s staff of Technology Managers and Senior Licensing Advisors. Received APTAC’s prestigious 2017 Economic Impact Award in recognition of the exemplary government contracting research and advice provided to supported clients.

Program Director & Government Contracting Advisor (July 2015 – July 2016)
Bozeman Procurement Technical Assistance Center (PTAC) at Montana State University, Bozeman, MT

Helped re-establish Procurement Technical Assistance Center (PTAC) operations and presence in Southwest MT. Provided expert procurement advice, training and counseling to small business clients in Broadwater, Gallatin, Lewis and Clark, Madison and Park counties. Provided mentorship and training to a new government contracting advisor that had no prior government contracting experience or training. Helped the PTAC grow the client base to over 220 businesses; provided over 750 client counseling sessions; and helped 61 different PTAC clients receive
over $14 million in government contracts. Developed and conducted numerous government procurement presentations and workshops for existing and prospective clients. Provided presentations at the HUBZone National Conference, ASTRA/WBENC Regional meeting in San Francisco and the APTAC Fall 2015 and Spring 2016 National Training Conferences.

Monterey Bay Procurement Technical Assistance Center (PTAC), Seaside, CA

Helped establish a new Procurement Technical Assistance Center (PTAC) in Monterey County. Provided expert procurement advice, training and counseling to small business clients in Central and Northern California that want to market and sell their products and/or services to government agencies. In addition to providing strategic direction to the newly established PTAC,
developed an active client base exceeding over 650 businesses and provided over 5,000 client counseling sessions within the first two and one half years of operation. Developed and conducted numerous government procurement presentations and workshops for existing and prospective clients. In February 2012, earned the Association of Procurement Technical Assistance Centers (APTAC) Certified Procurement Professional (CPP) designation. Earned the National Contract Management Association (NCMA) Certified Professional Contracts Manager (CPCM)

Business Financial Manager (CFO) (Jan 1995 – July 1997)
U.S. Navy F/A-18 Strike Fighter Program, Naval Air Systems Command, Arlington, VA

Performed a key executive advisory, management and leadership role during the development, acquisition and support of the F/A-18 Strike Fighter and related technology. Directed the budgeting, planning and financial execution of all F/A-18 Program appropriated Research and Development, Aircraft Procurement and Operations and Maintenance funds in excess of $3 billion annually and $26 billion across the Future Years Defense Plan (FYDP). Coordinated the development, review and defense of all budget information and documentation required by the Department
of Defense (DoD) budget process. Worked directly with twelve Integrated Product Teams (IPTs), Office of Naval Operations (OPNAV) sponsors, field activities, other program offices and numerous acquisition activities to ensure F/A-18 requirements were correctly identified, estimated, and supported. Ensured all funds management and expenditures complied with prudent business financial management practices and DoD Fiscal Regulations.

Deputy Contracting Officer and Senior Business Advisor (Jan 1993 – Dec 1994)
U.S. Navy F/A-18E/F Super Hornet Strike/Fighter Program, Naval Air Systems Command, Arlington, VA (Now located at Naval Air Station, Patuxent River, MD)

Administered the F/A-18E/F Program’s $4.8 billion Engineering and Manufacturing Development air vehicle contract and served as the focal point for Program cost, performance, Government Furnished Property, Data Rights and contractor overhead issues. In partnership with industry, helped develop a highly innovative memorandum of agreement to integrate Government and contractor flight test activities under the F/A-18E/F Development Program. Personally processed over $145 million worth of critical engineering changes and developed new processes to streamline the management of Government Furnished Property and contractor data rights assertions. As the lead air vehicle contracting officer, helped direct the Navy’s acquisition planning for F/A-18E/F production aircraft under a $2.1 billion Low Rate Initial Production contract.

Contract Administration Specialist & Intern (May 1988 – July 1990)
Defense Contract Administration Management Area (DCASMA), Philadelphia, PA (This organization is now known as a Defense Contract Management Agency (DCMA) Command).

Completed the Defense Logistics Agency’s Navy Acquisition and Contracting Officer Intern Program, and associated education and training requirements. Performed the gamut of increasingly complex contract administration activities outlined in the Federal Acquisition Regulation (FAR). Negotiated numerous contract actions, administrative and cost bearing contract modifications. Spearheaded the Command’s Contractor Improvement Program, providing timely recommendations to improve contractor performance and service to acceptable quality standards. Directed a region wide special task force to investigate a highly sensitive and critical material certification issue associated with the nationally publicized failures of structures that contained counterfeit bolts and fasteners. Identified the root problem causes and developed recommendations that were instrumental in eliminating deficiencies and improving product verification for critical end item applications.

Completed 20 years of active duty military service as a Naval Officer, retiring at the rank of Commander.
