EXECUTIVE SUMMARY

I have over 25 years of combined academic and corporate experience. I have been very involved at all levels of academia for over 23 years, from my work with at MIT Upward Bound to my many years working in the Physics Department at Quincy College, the Electrical Engineering Departments at Northeastern University and the University of Massachusetts, Lowell. Even while at Raytheon, I have taught advanced theoretical and practical courses as part of the employees training program at the Raytheon Learning Institute. In the last five years, I have been the Chair of the Physics and Engineering and the Computer Science Departments at Eastern Nazarene College of Quincy, Massachusetts. As a result, I have completely rebuilt the curricula in both programs and increased enrollment by 13%. I have also implemented a new brand of higher education, aligned with the European apprenticeship system, which is designed to prepare our youth for the technical and technological challenges of the new world.

In corporate, I have assumed many roles for over 15 years, as President and CEO of 374’s Electric Power Corporation, Stoughton Massachusetts, USA; President of the Haitian Scientific Society (HSS), Boston, Massachusetts, USA; Senior Research Systems Engineer at The Raytheon Company, Waltham, Massachusetts, USA; and Engineering Project Coordinator at Synergy Incorporated, Walpole Massachusetts, USA.

As part of my academic background, I have developed a novel class of algorithms, to predict the variations in the Earth’s ionosphere in near real time. These algorithms have been quite useful for correcting Radar and Communication propagation errors in Civilian Aviation and several other important civilian and military applications. In the last five years, I have  adapted these algorithms to earthquake forecasting, a novel idea that relates ionospheric variations to the movement of tectonic plates, an important problem facing earth and atmospheric scientists, as well as all the people living on our beloved planet. I also have significant experience in medical imaging techniques such as tomography and magnetic resonance imaging. Further experience in medical imaging includes being one of the first to propose a very interesting new class of “genetic algorithms” with applications to image segmentation for disease detection, identification and diagnostic.

As part of my academic management background, I have rebuilt the Physics and Engineering program at Eastern Nazarene College by completely redesigning the curriculum such that it aligns with the Apprenticeship system. As a result, ENC students are required to go through three semesters of research or product development, in addition to internships and participation in the very prestigious Research Experience for Undergraduates (REU) programs. I have also developed an undergraduate research program that is preparing the students such that they can apply the core theories of Electrical Engineering to many interesting and deserving world applications.

In the near future, I am interested in working on projects that can adequately combine my Corporate, Management and Academic experiences to promote innovative methods for higher learning and to develop state of art academic programs aiming at forming bright young minds in the United States and around the globe.

RESEARCH STATEMENT

My core expertise is atmospheric modeling. Atmospheric modeling, specifically the section of the atmosphere called the “ionosphere” has been successfully investigated using tomography techniques. Tomography is a three dimensional object reconstruction technique, based on limited available data.  A pioneering work, entitled “Flexible Prior Models,” that effectively used the tomography framework to predict the position and strength of peak electron density ion the ionosphere in near real time. This problem is quite important since the variations of electron in the ionosphere introduce delays in signal propagation, from earth-to-earth and earth-to-space. These delays in turns introduce errors in radio and telecommunication as well civilian aviation and many other important problems important to our military. Recently, Expert 3704 et al., has adapted the original work to earthquake forecasting, a novel idea that relates ionospheric variations to the movement of tectonic plates, an important problem facing earth and atmospheric scientists, as well as the people living on our beloved planet. In addition, the original work continues to have potential for connection and adaptation to several important engineering and computer science fields including:

  • Signal Restoration and Filtering, Signal Interference for Precision Radar Tracking and Discrimination.
  • Medical Imaging for use in Medical Diagnostic for early detection of abnormalities in the human body such as: black lung disease, breast and brain cancer, gum disease, etc.
  • Medical Imaging can also be used in conjunction with other techniques such as Genetic Optimization Algorithm for Medical Diagnostic. [Cornely, 1994] developed a genetic optimization algorithm , the first of its kind, to apply the genetic algorithms framework to medical image segmentation for early detection of abnormalities in the human body.

FUTURE RESEARCH GOALS

Tomography has seen a proliferation in its applications, at least in the last few decades. New important problems are beginning to successfully make use of Tomography such as earthquake monitoring and forecasting.
Earthquake monitoring and forecasting has grown in interest, in the last 5-10 years, because of the frequency of occurrence of earthquakes around the globe. I have been studying the correlation between seismic and pre-earthquake activities and changes in the electron density of the earth’s upper atmosphere with significant success.   Recently published results on both the Haiti earthquake and the Japan earthquake offer great promise for the future of earthquake forecasting. The proposed approach is data assimilation and fusion platform to a family of earthquake precursor signals for earthquake forecasting. This is a very new and innovative approach with very promising early results and a bright future.
