Expert is President of transportation engineering consultant with more than 25 years of experience in the cable and self-propelled transit engineering development, design, quality assurance and inspection, ridership analysis, and vehicle development of complex cable drawn fixed guideway transit network systems (rubber tire and rail), testing, commissioning, project management, procurement management, project planning and implementation, constructability evaluation, and feasibility studies. He has completed numerous design and analysis evaluations of transit fixed guideway network systems and structures.
In addition, he has provided transit vehicle design/development engineering, system integration, quality assurance and fabrication, project management, testing, commissioning, and audit activities in support of the SFMTA historic PCC fleet, NYCT SONET/ATM and ATS programs (subway), VTA light rail procurement management, San Francisco Airport ‘Airtrain’ APM, the MGM Grand/Bally’s Monorail (Las Vegas), the Bellagio APM (Las Vegas), the Mandalay Bay APM (Las Vegas), the New York, New York Roller Coaster (Las Vegas), the Mirage APM (Las Vegas), the Clarian Health Partners APM (Indianapolis), the Dallas/Ft. Expert advised SFMTA on key technical issues and troubleshooting and assisted with recent vehicle rehabilitation and program management. He conducted all contractual warranty administration and validated CPUC historic vehicle compliance verification. Expert performed quality control inspections/audits and conducted configuration management audits. He supported the creation of dynamic test programs and performed commissioning tests (propulsion, brake, and electrical performance), operations, measurements, and inspections. Expert provided design/engineering/integration of critical door, brake, LVPS, propulsion, bolster assembly, and other mechanical/electrical systems. He provided audit reports, progress reports, and meeting minutes. He further conducted preliminary analysis of NFPA 130 compliant materials and conducted system integration reviews. Expert further supported the creation of repair procedures and recommended NDT evaluation procedures.
New York City Transportation (NYCT) Advanced Rail Automatic Train Supervision (ATS) System Project

In collaboration with Siemens Transportation Systems, Expert provided technical support to the New York City Transportation (NYCT) for the introduction of an automatic train supervision (ATS) system into its Subdivision A (IRT lines) subway system. The ATS system is an integrated system that provides centralized traffic control, real-time train tracking, integrated voice communications, automatic vehicle identification, computer-aided automatic routing and dispatching, automatic service strategy implementation, automated customer information messaging, report generation, on-line documentation and logging, etc. Expert performed a complete design review of the ATS system (inclusive of various integrated systems and subsystems equipment) to ensure the complete system fulfilled all contractual requirements.
Valley Transit Authority (VTA) Light Rail Procurement
Project Manager/Engineer 1993 – 2007
Expert was JAI’s project engineer for the VTA’s new fleet of low floor LRV’s, Expert performed detailed design analysis, calculation, and investigation of various subsystems of the vehicle to enable the VTA project team to make sound decisions regarding the reliability and feasibility of the products being offered by vehicle manufacturers. He drafted specifications and reviewed and made recommendations on all designs, including preliminary and final design reviews. Expert advised VTA on key issues, including deviation from project requirements. He managed, reviewed, coordinated, and recommended for approval contract submittals, including:
Vehicle design documents (including hardware and software functionality and performance);
Equipment and facilities integration;
Test plans, procedures and reports;
Training plans and materials;
Expert assisted with review and monitoring of production schedule and program management program. He led and conducted quality control inspections and audits. He insured all required tests, operations, measurements, and audits/inspections were satisfactorily performed and documented on the behalf of the VTA. Expert provided inspection reports, progress reports and meeting minutes. He performed system integration reviews (HVAC, propulsion, other). He witnessed, reviewed, and conducted acceptance tests of every vehicle delivered to the VTA. Expert insured that all O&M manuals, as-built drawings, and other documents were acceptable to all parties.
Bellagio-Monte Carlo Transit Vehicle and System Concept and Final Design, Planning, Engineering, QA Inspection, Testing, Commissioning, Procurement Management, and Integration
Project Manager/Engineer 1998 – 2004
Expert served as Project Manager for contract and construction management project involving the refurbishment and modification of the Bellagio cable-drawn APM system in Las Vegas, Nevada. This cable APM system technology (vehicles are cable drawn via a distributed drive and motor network) is unique to any APM system globally. Expert led the development of the request for proposals (RFP) and the technical specifications for the system dismantling and refurbishment/modification. In addition, he managed the project planning, ridership modeling, alignment alternatives analysis, proposal evaluation, coordinated workshops with the client, and negotiated the contract in close collaboration with the client.
He developed a comprehensive vehicle structural evaluation model inclusive of human factors design principles. Also, Expert led the project management/construction management oversight (inclusive of submittal reviews, interagency coordination, cable analysis and fatigue evaluation,
design development coordination, change order management, warranty administration, conflict resolution, testing and commissioning, and other). Further, Expert was responsible for the systems integration oversight of the various control system elements during the design, implementation, and testing phases of the project. Since system commissioning, Expert has provided full QAA leadership to the annual inspection and test of the system until system dismantlement.

He was responsible for the preliminary cable-drawn design (including evaluating site demolition requirements), horizontal and vertical alignment layout (including stations), cable evaluation and design parameter definition development, ridership analysis, technology assessment, control system analysis and requirements, modeling, and operational definition designed to transport 3,500 pphpd. He directed the development of all tender documents and provided leadership to the bidding process and subsequent design evaluation. Expert provided project management leadership in support of testing and commissioning activities. He led design review activities and supported other aspects of the procurement management process, including development of evaluation criteria and supplier ranking.

Expert further lead the analysis of a detailed maintenance facility location impact analysis, developed an industry/market review and outreach activity, and other.

For this multi-year assignment, Expert has analyzed, developed, and contributed to the development of several portions of the system specification as a Project Manager. He participated in value engineering activities relative to procurement methodology and procedures. He reviewed, developed, and analyzed alignment criteria and participated in the phased design. He has extensively reviewed technical and management development and position papers and directly participated in creation of development and use agreements between BART and the Port of Oakland. He participated in development of tender documents and methodology as well as extensive project outreach activities. He has provided preliminary engineering of vehicle, guideway (including switches), and station (horizontal and vertical) system elements and technology assessment as well as existing facility demolition requirements. Expert provided technical and management support for an innovative AGT system project in downtown Indianapolis, Indiana. Expert was responsible for managing the preliminary design, financial PPP structural approach, ridership evaluation and modeling, specification development and all procurement management activities, vehicular analysis, and design evaluation with the selected AGT system supplier.
McCarran International Airport Terminal 3 Transit Vehicle System and Related Infrastructure Planning, Procurement Management, Design, Engineering, and Integration Program Director

Expert is serving as Program Director as part of the design team for the new Terminal 3 AGT system in Las Vegas, Nevada. Expert oversees JAI’s overall design support to the Terminal 3 architect for potential configurations, locations and design criteria and parameters of the AGT station, maintenance facility and guideway tunnel. In addition, he oversees ATS station passenger traffic flow modeling, defined utility interface requirements, reviewed the ATS supplier’s design and contract deliverables, and coordinated interfaces between the AGT supplier and the Terminal 3 architect.
Vehicle Project Engineer, FMC Corporation

Prior to joining JAI, Expert was with the FMC Corporation as a design development engineer. His professional experience at FMC encompassed various tracked vehicle design, manufacturing, inspection, and testing functions including the analysis of new design development options for a mobile command vehicle (EFVS). Expert provided oversight to manufacturing process plan audits, tolerance plan evaluations, and CMM inspection processes.
Expert completed his Masters Degree in Engineering Management from Santa Clara University, California. He further holds a Bachelor Degree in Mechanical Engineering from Santa Clara University, California. His professional affiliations include membership in the Advanced Transit Association (ATRA), American Society of Mechanical Engineers (ASME), and the Society of Automotive Engineers (SAE). He is a proactive, founding member of the ASCE 21 Automated People Mover Committee and has authored numerous technical publications on innovative, automated fixed guideway network systems and technologies. He is also a registered Professional Engineer (P.E.) in Mechanical Engineering in the States of California, Hawaii, Florida and Nevada.
