Expert has achieved an international reputation as an independent consultant and technical advisor in the field of thermal power generation. His expertise encompasses construction supervision, project management, engineering design, project feasibility, steam and gas turbines, cycle configuration, economic analysis, specification and project development. In addition he is experienced and competent with expertise in technical studies, site and failure investigations. His technical expertise includes coal, gas fired and CCGT plant performance, thermodynamics, fluid mechanics and combustion engineering.

During the course of his career he has held a number of high level project management assignments including the overall responsibility for the site supervision and successful completion of major power plant projects. He held various senior positions including Country Manager, Resident Manager and Resident Engineer. He has directly supervised International Contractors and managed large projects involving 500- 2000 personnel and personally leading teams of up to 90 subordinate staff. His competency includes thermodynamic performance, preparing contracts, special conditions, specific requirements and technical specifications covering a wide range of customs and practices of power industry.

He currently works in the role of Independent Engineer, Performance Consultant, Expert Witness and Technical Advisor experienced in thermal power projects. This work includes plant conceptual design, project development, contract negotiations, performance assessment, due diligence, on-site investigations, test supervision, technical reviews, life assessment and selection of plant. He has experience in private power developments and IPP Projects in compliance with governmental and other regulations as well as setting up project agreements and appointing Facility Operators.

In addition he works as an Expert Witness having been appointed to the Dispute Resolution Board on the Damhead Creek CCGT Power Plant Project for a period of 7 years 1999-2006. Since April 2010 he has held several assignments as legal Expert Witness in the field of combustion, boiler and turbine technology.

The expertise of Expert in the area of thermal power plant performance includes: full plant energy, steam and water cycle heat/ mass balances, combustion, full electrical balances, review of the entire energy conversion process and associated variables. He has competency in thermodynamics with knowledge and competency in the specification and execution of plant performance acceptance tests having up to date and recent experience of overall supervision of such tests. Expert has extensive experience in plant performance test calculations associated with thermal

and CCGT plants also approval and acceptance of test results. This includes both design and off-design/ part load performance. He has knowledge of fuel compositions and the assessment of fuel data and the derivation of fuel properties from laboratory analysis. His knowledge includes the sampling and preparation of samples for analysis. He has knowledge in the area of coal burn trials, mill performance, boiler stoichiometry and experience of burner combustion optimisation.

This assignment required the carrying out of a series of heat rate tests on newly rehabilitated plant and the non-rehabilitated units. Following the test programme carrying out an assessing of the plant overall performance, evaluating and reporting the test results.

North West China. Working with the team carrying out a complete technical and economic feasibility study on behalf of a Private Developer.

2004-2005 Tunisia. 470MW CCGT Plant. Ongoing assignment. Third year. Providing operational performance advisory services for this gas fired power plant with Steam and Gas turbines.
Supervision of annual performance tests, analysing and reporting on results. Continuing to provide support and assistance to Owner on performance improvement schemes.

2004 United Kingdom. Investigating CHP scheme to dispose of and utilise industrial waste products by gasification. The scheme will utilise an entirely new rotating gasifier process to handle difficult waste products in a very environmentally friendly manner and generate power from the resulting gas with low emissions.

2003 United Kingdom. Technical Review and Due Diligence of a large gas fired CHP Cogeneration scheme. Appointed to provide a confidential report on the future of an existing major CHP Scheme by responsible Authority. Operation and Maintenance. The report included review and status of CHP and the security of energy supplies from the scheme including the impact of the step changes in wholesale gas and electricity prices.

2003-2004 Tunisia. 470MW CCGT Plant. Ongoing assignment. Second year. Providing operational performance advisory services for this gas fired power plant with Steam and Gas turbines. Supervision of annual performance tests, analysing and reporting on results. Continuing to support and assist Owner on performance improvement schemes and improved operation tools.

2002 United Kingdom. Study and Review of the existing maintenance arrangements for a LM6000 gas turbine combined cycle cogeneration plant potential alternative maintenance arrangements. Operation and Maintenance. The Study also included the provision of individual Benchmarks, comparing these to similar installations, experience of the Consultant and those derived from plant records, Business Drivers, Financial Drivers and Maintenance Drivers. Recommendations included present maintenance Contract and possible new arrangements.

2002 Tunisia. 470MW Gas and Oil Fired CCGT Plant. Engaged by Owner as the Owner’s Performance and Test Representative advising and supervising both functional and Guarantee Performance Tests on-site on completion of the project. The assignment included reporting on the test results, review of EPC Contractors report and analysis of test results. Engaged to advise on engineering issues arising from commissioning including C&I, combustion and boiler operation. Advisor to Owner on the acceptance of the plant and arising matters.

2002 Sri Lanka. Kerawalapitiya 300MW CCGT Plant. Advising the Government of Sri Lanka on the development of this IPP Project comprising a new Distillate Fired Gas Turbine CCGT plant. Assigned as Technical Advisor to consulting team defining scope of CCGT plant, configuration, determining GOSL/ CEB requirements, preparing Bidding Requirements and Terms of Reference. The assignment included advising

Government on Operation and Maintenance considerations, pre- qualification and selection of Bidders, review of proposals and negotiation of contracts.

2001-2002 Tunisia. 470MW Gas and Oil Fired CCGT Plant. Engaged to assist the Owner during plant construction with the review of functional and performance test requirements. The assignment included review and approval of contractor test proposals. In parallel prepared a detailed Thermodynamic Performance Model to enable independent evaluation of the cycle performance using Gatecycle software. Followed on to evaluate correction curves an off- design performance.

2001 Philippines. Masinloc 660MW Coal Fired Thermal Plant. Engaged to initiate and directly supervise on-site Coal Burn Trials for two 330MW Coal Fired Boilers at Masinloc in the
Philippines. Evaluation of performance of different coal sources and Combustion Study. Provision of report on combustion and result of trials.

2000 Thailand. Nong Khae Cogeneration – Saraburi. Engaged by Owner to supervise the on-site guarantee performance tests of a 126MW Gas Fired Cogeneration plant at Nong Khae in
Thailand. Review and analysis of the contractor’s formal test report and detailed analysis of test data. Reviewed Combustion issues. Report submitted.

2000-2002 India. Rain Calcining Cogeneration Plant. Pet Coke Fluidised Bed Boilers. Operation and Maintenance of Pet Coke fired plant. Providing ongoing assistance to the Plant
Management. Review of monthly operational data and providing advice as required. Engaged to make periodic visits to Plant in India. Preparation of monthly operational reports on behalf of foreign co-Owner. Two performance tests carried out.

2000-2001 United Kingdom. TXU Power Europe – Citigen London. Engaged by Owner to carry out an investigation into the failures of three Gas Fired Standby Boilers. Carried out inspections of the boilers, initiated and supervised test programme, prepared detailed report with recommendations. Combustion study. Worked directly with Legal team providing support for legal case.

2000 Philippines. Sual 1200MW Coal Fired Thermal Plant. Engaged to initiate and supervise on- site Coal Burn Trials on two 609MW Coal Fired Boilers at Sual, Philippines. Carried out combustion study. Undertook evaluation of performance from different coalsources. Provided report on combustion and the result of coal burn trials.

2000 United Kingdom. Engaged by Client in USA to carry out investigation and report on the status of UK Coal Fired Power Generation. Assignment included reporting on the status of coal fired power generation in the UK, environmental constraints, gas v. coal and expected changes to the regulatory framework.

1999-2000 India. Cogeneration Plant. Petcoke Fluidised Bed Boilers. Site investigation and Re-Start of Petcoke fired plant. On site investigation on behalf of the Independent Engineer. Work included site inspection of Steam Turbine, CFB and Waste Heat Boilers following major repairs. Provided technical advice and directly supervised plant start-up and re- balancing of the turbine. Carried out plant performance tests and attended re-start over four week period. Provided for Owners and review of operation data, final report, giving further assistance and advice after initial operation period.

1999-2006 United Kingdom. Seven Year appointment. Assigned as Supervisory Board Member for gas-fired 800MW CCGT Combined Cycle merchant power plant at Damhead Creek. Assignment included two years construction and five years operation period. Duties include making periodic visits to the project site as member of the Dispute Resolution Board, which is assigned to assist in resolving any dispute that may arise between the Parties.

1999 United Kingdom. Ferrybridge and Fiddlers Ferry 2000MW Coal Fired Power Plants. Engaged by prospective Buyer to carry out Due Diligence of the eight 500MW units. Establishing basis
for Private Project Financing. Detailed review of all project documentation, technical specifications, contracts, operation and maintenance records, plant history, remnant life assessment,
condition reports, and thermal performance. Visits made to both sites, examined records and carried out detailed inspections on both plants. Coal and environmental strategies. Assisted with Acquisition Proposal.

1999 Argentina. Industrial Cogeneration – Engaged by UK Consultant to carry out thermodynamic and cycle analysis studies for 700MW Gas Turbine based Industrial Cogeneration plant in South America. Fuel options included Natural Gas, Refinery Gas and HFO. Plant options included advanced technology single shaft gas turbines and major process steam usage. Carried out analysis of thermodynamic cycle and configuration using GT Pro/ GT Master and Thermoflex programmes.

1999 Teeside United Kingdom. ICI Wilton Industrial Coal Fired Cogeneration Facility. Assisting with Due Diligence of existing Coal Fired Boilers, Power Plant and Utilities. Carried out review of documentation, specifications, power purchase, steam, and utility purchase agreements, history, condition reports, remnant life, combustion and thermal performance. Site visits and plant inspections. Coal and environmental strategies. Follow up assignment to provide assistance to Banks up to Financial Close.

1998-1999 Thailand. Advisor to SE Asia Power Plant Developer. Advisor to group actively developing Cogeneration facilities throughout SE Asia including Operation and Maintenance considerations. Assisting the developer by providing specific technical expertise and other advice as required.

1998 Thailand. Advising private Power Generator in Thailand on the feasibility of purchasing a completed gas turbine combined cycle power plant with the intention of moving the plant. Review of Operation and Maintenance and due diligence.

1998 Central America – Industrial Cogeneration. Provided due diligence and technical assistance to Lenders Engineer for 300MW Gas Turbine Cogeneration Facility in Central America. Reported on project agreements including EPC contracts, proposed Power Sales Contract and Fuel Supply contracts. Examined basis of Project Financing. Task included examination of project
boundaries, sales/ purchase aspects including O+M.

1994-1997 Thailand – Thermal Power Consultant. Resident Manager. Resident in Thailand for Electrowatt Engineering. Advising clients and participating in Privatisation Projects and the development of Coal and Gas Fired IPP Power Plant projects throughout South East Asia. 1997 Indonesia. Feasibility Study for Asem Asem Lignite Fired Thermal Power Plant. Undertaking technical and economic feasibility study. Carried out the investigations for a privately financed 130MW Lignite fired thermal power plant to be located at Asem Asem (Banjarmasin, Kalimantan). Investigated and reviewed Site and Plant Options.

1995-1997 Thailand. Operation and Maintenance Consultant. Providing Operation and Maintenance Advisory/ Technical Support services for various gas- fired gas turbine Cogeneration plants in Thailand. Recruited key personnel, negotiated agreements, supervised plant management, and technical services.

1995-1996 Thailand. Resident Advisor IPP Projects. Advising Private Sector Developers in Thailand. Working in-house advising directly consortium and legal/ financial advisors. Assisted with the preparation and negotiation of various IPP submissions to EGAT, Thailand. Proposals totalled 4500MW using state-of-art technology for Coal, Natural Gas, Liquid Fuel, and Orimulsion fired plants.

1995 Thailand. Independent Performance Engineer for EGAT Mae Moh 2645 MW Lignite Fired Thermal Power Plant. Supervising guarantee performance testing at site for the Mae Moh 300MW Lignite Fired Thermal Plants (Units 12&13). Tested lignite-fired boilers, steam turbo generators and cooling systems. Reviewed contractors test reports and prepared final report for EGAT.

Turbine Power Generation facilities supplying utilities and services to Industrial and Petrochemical Complex. Arranged, supervised and co-ordinated performance testing by Contractor.
