1985-present, Various Engineering Firms, Principal Civil Engineer

Offering a complete range of planning, civil design, construction and surveying services.  Projects completed include various roads, flood control, drainage, sewer, water, mobile home park, apartment and condominium projects, a variety of drainage studies including the use of the H.E.C.-2 & HEC – RAS Programs, evaluations and expert testimony, single family subdivision developments, field surveys and preparation of legal descriptions, boundary adjustments, planning studies, percolation testing and septic system design, a variety of structural calculations, contract administration, construction staking, & inspections, on various Public Agencies, Tribal Governments, Federal Housing and Urban Development (H.U.D.), United States Department of Agriculture Rural Development funded projects, and Golden Valley Municipal Water District.  As District Engineer, services include planning, design, and construction phases of various sewer and water projects, and supervision of operation and maintenance of existing District water and sewer facilities.

1979-1985, Masson & Amox, Inc., California, Project Manager

Responsible charge for various land development projects involving civil engineering and land surveying services.  As project manager, responsibilities include, client contact, preparation of contracts, supervision of project planning, design, surveying work, and preparation of contract billing. Projects completed to date include various roads, water, sewer and flood control projects, drainage studies, expert witness testimony, mobile home subdivisions, single family subdivisions with residential, industrial, and condominium projects, parcel maps, and Public Agencies, Tribal Governments, and Federal Housing and Urban Development (H.U.D.) funded projects.  Contract services for H.U.D. projects involve planning, design, preparation of specifications and contract documents, contract bidding, recommendation for contract award, supervision of construction staking, and inspection.  Various H.U.D. projects completed to date include roads, flood control, major campground and R.V. Park improvements with water, septic tank and leach line systems, road, tribal hall parking lot, and water storage and pumping facilities.  Preparation of structural calculations for one/two story wood and masonry structures, and concrete and masonry retaining walls, performance of percolation testing, and preparation of septic layouts for individual sewage disposal systems.

1977-1979, United States Bureau Of Reclamation, Arizona, Supervisory Civil Engineer

Coordinate the execution of operation and maintenance studies for the Granite Reef and Salt-Gila Aqueducts of the Central Arizona Project (CAP).  Major study accomplishments include the definition of real-time water and power operating criteria, development of computer models for hydraulic analysis, scheduling, operation evaluation, and formulation of concepts of operation to include equipment, personnel, and facility requirements.  Directed maintenance studies of the aqueduct system for pre-operational and operational phases.  Identified overall maintenance requirements, personnel and equipment needs, and maintenance yard locations.  Coordinated the integration of operation and maintenance studies, and the development of a preliminary O & M Plan.  Also participated in the review of maintenance and safety of dams examinations of Salt River Project Dams, and involved in the safety of dams repair work to the Barlett Dam Spillway Channel.

1974-1977, United States Bureau Of Reclamation, California, Civil Engineer

Served as the Water System Automation Coordinator for the Bureau’s Mid-Pacific Region.  Responsibilities included maintaining technological liaison between all regional field offices and the Bureau’s engineering and research center in the development of water system automation technology.  Assisted in the development of operational criteria for automation, and acted as a coordinator between the various offices involved in the design and construction of water system automation equipment.  Coordinated the completion of real-time operation studies of the Westlands Water District Pipeline Distribution System, and Solano

Project Storage and Operation for the Water System, and the control and telemetry parameters required to support the operation.  Qualitative and quantitative methods of analysis were utilized, including extensive computer hydraulic modeling.  Initiated operations studies for the Friant Kern, Madera and Tehama Colusa Canals.  Performed review of maintenance examinations for Westlands Water District Pipeline distribution facilities, Coalinga Canal, and Pleasant Valley Intake Channel.  In additional, developed several complete computer program applications including a pumping plant stress analysis program and a program to analyze borehole deflections for slope stability.  Conducted computer studies to analyze hydraulic transients on portions of the Tehama-Colusa Canal, and waterhammer effects in a segment of the Carpenteria Water Pipeline Distribution System.

1973-1974, Cooper Clark & Associates, California, Civil Engineer

Employed as a field engineer (soils) in the construction services division.  Responsible for field control, inspection and compaction testing (using nuclear gauge) of engineered earth fills and utility trench backfills for subdivision and commercial developments.  Also performed inspection of sub-drain systems and pile and caisson foundations.
