Qualifications and Experience:

• Peace Officer in State of CA from 1981 through 2013 – Retired after (31) years with the Kern County Sheriff-Coroner-Public Administrator’s Office as a Division Commander.

 

• 1978-1981: Kern County Sheriff’s Office Prisoner I.D. Technician (fingerprint collection, comparison, classification and searches, photography, compilation of prisoner histories)

 

• 1981: City of Montebello (CA) Police Officer, Patrol and Traffic Enforcement/Accident Investigation

 

• 1981-2013: Kern County Sheriff-Coroner-Public Administrator’s Office from Deputy Sheriff through Division Commander. Patrol, Investigations, County Jails, Supervision and ultimately senior management.

 

• 2012-2013: Bear Valley Springs (CA) Chief of Police of a small full-service department

 

• 2013-2014: City of Delano (CA) Corrections Commander (Warden), Delano Modified Community Correctional Facility, operated by the city under contract with CA Department of Corrections and Rehabilitation

• 2023 – present: Kern Country Sheriff’s Park Ranger Bureau – Reserve Peace Officer responsible for law enforcement and public safety at the numerous Kern County parks and lakes.

 

• CA Bureau of Security and Investigative Services licensed Firearms and Baton Instructor
• National Rifle Association Certified Firearms Instructor (Handgun, Rifle, Shotgun, and Law Enforcement Precision Rifle)

 

• CA P.O.S.T. certified Law Enforcement Firearms Instructor (Handgun, Shotgun, Patrol Rifle, Submachinegun)

 

• Over (30) years experience as a Law Enforcement Firearms Instructor, including (3) as the Rangemaster for the Kern Co. Sheriff-Coroner’s Office. Thousands of hours training and qualifying CA Peace Officers from various agencies. Attended dozens of specialty training classes and in-service training and updates over the past 40 years.

 

• Court recognized expert in firearms, ballistics, and use of force. This requires me to remain current with ever-changing firearms law, including those related to CA designated “Assault Weapons”.

 

• Instructor at several agencies including the K.C. Sheriff’s Office in Academies and various in-service training classes.

 

• I have testified as an expert in numerous courts and administrative hearings on many occasions on subjects and activities involving virtually every aspect of law enforcement and corrections operations.

 

• Past and present memberships of professional organizations including the F.B.I. National Academy Association, International Association of Chiefs of Police, and the CA Police Chiefs Association.

 

• Past employment included working as an Associate Professor at a local community college, and an instructor for law enforcement and corrections classes, including firearms instruction at a local and statewide vocational colleges.

 

• Graduate in 2010 of the F.B.I. National Academy

 

• Graduate in 2009 of the International Association of Chiefs of Police: Leadership in Police Organizations (120) hour course.
