Performed and managed all phases of construction, construction defect investigation and public works from site inspection, site evaluation, report writing, plan take-off, bid estimation, paper flow management, including:  Request For Information (RFI) in pre-bid phase, submittals, communication logs, change orders, primary contracts, subcontracts, subcontractor negotiations, supplier contracts, on- site project construction, supervision of project managers, progress timelines, critical path projections, project subcontractor coordination and problem solving.

Managed building construction defect repairs while working closely with attorneys and engineers to first settle owner complaints within legal arena as an expert witness and cost estimator and affecting repairs stemming from original constructor/developer/third-party construction defect cases as Project Manager.

Types of construction defect involvement:

Industrial remedial (construction defect) geothermal plant repairs and maintenance for the City of Long Beach.

Site inspections, photography and video filming, report writing.

Assembly of construction defect repair cost estimates for mediation.

Concrete construction including structures foundation, slab, footing, underpin, caisson, tie-back drilling & installation and cast in place structures. Concrete defect inspection and repair. Epoxy grouting of concrete structures and pressure grouting of concrete structures. Structure anchor installation, anchor grouting, anchor repair, rebar mat fabrication and wire mesh screen installation, water stop installation, reinforcement cage construction and installation.

French drain construction including excavation, rock breaking, trenching, shoring, waterproofing, protection board placement, filter fabric installation, drain line placement and design of line system, gravel bed placement and compaction, soil back filling and compaction, design of lift station apparatus i.e., pump sizing, placement and tie-in methods.

Supervision of specialty subcontractors performing wood frame structure construction, roofing, plumbing, tile, papering, vapor barrier placement, drywall repairs, stucco repairs, window replacement, waterproofing and insulation.

Excavation, trenching, cutting, back-filling and grading operations. Hillside restorations including, tie-back drilling and installation, grade beam construction, retainer wall construction, placement of geo-grid material, back drains, chimney drains and hydro-auger installation.

Managed the trust account of projects, preliminary liens, progress payment releases, conditional, unconditional and final payment lien releases.

Negotiated government contracts with the military.

Executive in charge of as many as 15 projects at one time.

Author of corporation management documents and control systems, i.e., SB 1198 Safety Program, DOT Drug and Alcohol Abuse Policy, Primary Contracts, Subcontractor Contracts, Supplier Contracts, Performance and Payment Bonds, Legal, Quality Assurance, Training and Employee Policies.

Designed and implemented heavy industrial and refinery-based Preventative Maintenance Inspection (PMI) Programs.
